Why Gujarat’s GIFT City is a game changer for India?

Introduction to GIFT City?

GIFT City, short for Gujarat International Finance Tec-City, is India’s first greenfield smart city and the country’s only operational International Financial Services Centre. Spread over an initial 886 acres, with plans to expand to nearly 3,300 acres, it is located near Gandhinagar in Gujarat. Conceived in 2008 as a public–private partnership, the project became fully operational in 2015. GIFT City aims to position India as a competitive global financial hub alongside centres such as Singapore, Dubai, and London, offering a unified platform for international banking, capital markets, insurance, fintech, and leasing activities under a simplified regulatory and tax framework.

Historical Evolution?

The development of GIFT City unfolded in deliberate phases to build a robust foundation:

• Phase 1 (2008–2015): Emphasis on core infrastructure, including power grids, water systems, ICT networks, and sustainable urban planning. This laid the groundwork for a smart city with features like underground utilities and district cooling.
• Phase 2 (2015–2020): Focus on attracting initial financial players through policy incentives. Banks, stock exchanges, and multinational firms began establishing operations, supported by the creation of the IFSC in 2015.
• Phase 3 (2020–Present): Expansion into diverse sectors like fintech, insurance, and asset leasing. The International FinancialServices Centres Authority (IFSCA), established in 2020, streamlined regulations, leading to accelerated growth. By September 2025, this phase has seen a 47% year-on-year increase in insurance offices and a surge in fund commitments to $26 billion.

This phased approach has not only built physical infrastructure but also cultivated a regulatory environment benchmarked to global
standards, enabling seamless cross-border transactions.

Key Features and Incentives

GIFT City’s appeal lies in its blend of world-class infrastructure and investor-friendly policies:

• Tax Advantages: Entities benefit from a 10-year tax holiday within a 15-year window, capital gains exemptions on specified securities, zero GST on offshore services, and concessional dividend tax for non-residents. These measures significantly reduce operating costs and transactional friction.
• Regulatory Simplicity: The regulatory environment is overseen by the International Financial Services Centres Authority, offering unified supervision across financial services. A single window approval system, exemptions from CRR and SLR for banks, multicurrency operations, and relaxed PAN requirements for non-residents simplify compliance.
• Smart and Sustainable Infrastructure: GIFT City features IGBC Platinum-rated buildings, strong digital connectivity, and integrated urban planning. Sustainability initiatives, including renewable energy and district-level solutions, enhance efficiency and lower long-term costs.
• Diverse Sector Ecosystem: The city hosts a diverse mix of banks, fund managers, insurers, fintech firms, and leasing companies. Innovation is supported through regulatory sandboxes in areas such as AI, blockchain, and green finance, alongside a growing market for ESG-linked debt.

Economic Impacts on India

GIFT City has become a key driver of growth in India’s financial ecosystem, supporting higher investment flows, skilled employment, and global integration.

• Investment Momentum: Banking assets have scaled to about $100 billion, supported by robust transaction volumes and fund commitments of roughly $26 billion. Capital market turnover averages nearly $90 billion per month, contributing to higher liquidity and supporting increased FDI inflows and strong participation from NRI and PIO investors.
• Employment and Skills: The city employs around 25,000 professionals and is positioned to create up to 150,000 jobs over the medium term. Job creation is concentrated in high-value segments such as fintech, global capability centres, and advanced financial services, backed by a strong talent pool and relatively low attrition.
• Sectoral and Strategic Impact: Activity has expanded across banking, insurance, and trade finance, alongside rising cross-border investment flows. At a strategic level, GIFT City enhances India’s global financial standing while supporting long-term priorities through diaspora capital mobilisation and the promotion of sustainable and green finance.

Prospects and Challenges

• GIFT City targets the onboarding of over 250 global entities by end-2025 and aims to scale fund assets to around $100 billion by 2030, reinforcing its long-term growth roadmap.
• The ecosystem is set to deepen further with expanding bullion trading activity, which recorded about $2.9 billion (approximately ₹24,000 crore) in Q1, alongside the development of international university campuses to support talent and innovation.
• While challenges such as talent retention, particularly within global capability centres, and competition from established financial hubs remain, supportive state policies including capital expenditure incentives and power cost exemptions help offset these pressures.
• Overall, GIFT City is closely aligned with India’s ambition of becoming a $5 trillion economy by promoting innovation, attracting global capital, and strengthening cross-border financial connectivity.
• With its focused strategy and incentive framework, GIFT City is emerging as a key driver of financial sovereignty, high-quality employment, and sustainable economic growth in India.
